According to the agreement, the source of financing for the construction and reconstruction of the airfield infrastructure is the investment component in the composition of the take-off / landing tariff, as provided for by the decree of the Government of the Russian Federation. According to the terms of the concession agreement, all the collected funds at the expense of the investment component can be used exclusively to finance the costs associated with the construction and reconstruction of the airfield infrastructure (runways, aprons, taxiways, sewage treatment plants).
Thus, one of the key points of the agreement is not only the construction and reconstruction of the aerodrome facilities, allowing servicing the steadily growing passenger and cargo traffic, but also ensuring future modernisation and overhaul of the Sheremetyevo airfield through extra-budgetary investments. The document was signed by Aleksandr Neradko, Head of the Federal Air Navigation Agency, and Mikhail Vasilenko, General Director of Sheremetyevo International Airport, in the presence of Russian Transport Minister Yevgeny Dietrich.
Minister of Transport of the Russian Federation Yevgeny Ivanovich Dietrich: “Today we managed to make a gift to all our passengers. We have been engaged in the preparation of concession agreements for the Moscow aviation hub for quite a long time and today I’m happy and pleased to say that Sheremetyevo was the first to complete this kind of work ... We also hope to implement this practice in regional airports, taking into account the level of passenger traffic and the need for infrastructure development ... This is the first such large and important agreement that is signed between the state and the airport operator. The main point is that private investment becomes the basis for the further development of the airport ... The plans of the Ministry of Transport are to actively introduce public private partnership methods, to attract private capital to federal property objects without losing strategic control over these objects. Thus, we plan to significantly reduce the burden on the federal budget, reducing the volume of public investment in capital construction projects and the overhaul. ”
Alexander Vasilievich Neradko, Head of the Federal Air Transport Agency: “Today we have signed the first such concession agreement with the Sheremetyevo International Airport. I want to thank everyone who participated in this rather thorough work for constructive cooperation: specialists from the Ministry of Transport, the Ministry of Economic Development, the Federal Property Management Agency, the Ministry of Finance, private concession partners, all those who contributed to the formation of the concession agreement. Indeed, this is the first step to ensure that through the conclusion of such agreements and with other airports, the burden of funding for the creation and development of airfield infrastructure from the budget from the country to the private partner is borne. Sheremetyevo International Airport is the largest Russian airport and, of course, very much depends on its appearance in the development of domestic civil aviation. ”
During the follow-up tour of the already constructed and under construction objects of the airport infrastructure, the participants in the signing of the agreement spoke about the plans for the development of the airport and answered questions from journalists. It was noted that the concession agreement with respect to the Sheremetyevo airfield is the first step towards the development of the Moscow aviation hub and the realisation of the potential of Moscow as an international aviation hub connecting Europe and Asia. It is planned to carry out construction and reconstruction of the airfield infrastructure due to debt financing in order to reduce the burden on airlines and passengers. According to experts, the growth of the tariff load on the airline will be about 100 rubles per passenger. This practice is applied at airports around the world.
Question to the Minister of Transport: You mentioned that you do not intend to lose control over the objects transferred under the concession agreement. What did you mean, and how will this control be implemented?
Evgeni Dietrich: “From the point of view of the regulator, the Ministry of Transport, the Federal Air Transport Agency, investments that a private partner-private investor in airfield facilities can make are important within the framework of a concession agreement. In addition to this, it is important for us that this load does not lay down a heavy burden on the passenger; the airlines do not grow up. When, in the process of preparing the concession agreement, we determined the amount of the investment fee, we stipulated that it should not exceed 200 rubles per ticket, that is, this is the upper limit. And today, the airport and private partners withstand these conditions, setting the amount of the fee half as much - 100 rubles.
On the photo, Terminal C under construction (Stage 1) for international flights, with a throughput capacity of 20 million passengers per year. The terminal is part of the Northern Terminal Complex of the Sheremetyevo Airport. The architectural and planning solution of the terminal will be implemented in a single with the Terminal B style of Russian constructivism. The total area of the terminal is 117,800 square meters. m; 74 check-in counters and 160 passport control booths; 20 passenger boarding bridge; 26 aircraft parking on the platform of the terminal. In the Terminal there will be 2 “Malevich” and “Chagall” business halls, as well as a 2-level VIP hall. The total area of superior rooms will be about 9000 square meters. Terminal C will be connected by two covered pedestrian galleries with a 5-level parking for 2500 cars with an operated roof. The total area of the parking lot is more than 95,000 square meters. m. Commissioning is scheduled for the IV quarter of 2019.
Yevgeny Dietrich: “Also, as a result of the preparation of the agreement, we determined in detail the long-term development program of the airport - we synchronised the efforts that the private partner will undertake and determine how sufficient and timely they are. Thus, by slightly increasing the load on the passenger, we do not create prematurely the capacities that will not be used. Every infrastructure has its time. Before the time to create it useless, it will be idle. From this point of view, this is the strategic control over what the airport does. For our part, as a regulator, we looked at these plans and confirm their sufficiency and reasonableness. On the other hand, the concession agreement provides for a set of control measures that the state has the ability to conduct. Not just transferred property and forgotten. We make sure that it is kept in order. And, accordingly, in case something goes wrong, we start with questions, and in the future we have the opportunity to ask these questions in a more rigid form. That is, this is a set of our controlling powers. Therefore, here the state, on the one hand, has the opportunity to provide freedom in the management of a private partner, on the other, to exercise all of its control powers. ”
Mikhail Vasilenko, General Director of the Airport, tells about the plans for developing the Sheremetyevo airport infrastructure: “Thanks to everyone who participated in the development of documentation for the concession agreement and I want to talk about where the money planned by us for the development of Sheremetyevo Airport will be sent in the first place. Sheremetyevo International Airport is actively developing the terminal infrastructure. This year we launched the terminal "B" for 20 million passengers. In 2019, the first phase of the international terminal “C” for 20 million passengers will be launched. In cooperation with the Russian Federation, after signing the concession agreement, an apron will be built near Terminal C, the main taxiway and apron of the western sector for 20 aircraft. The development of aprons is especially connected with the development of airlines and, first of all, of our basic carrier. The volume of investments in 2019 will be 10 billion 53 million rubles. In 2020, the volume of investments will be about 11 billion 402 million rubles. For this money, the first airstrip will be reconstructed, new places for anti-icing treatment of aircraft and new platforms will be created. And most importantly, in the area of the third runway, which will be put into operation and will be operational on April 4, 2019, new aircraft parking areas will be created. There will also be created a hangar complex for the maintenance of aircraft of various airlines. In 2021, 7 billion 539 million rubles will be invested in the construction of an apron near terminal “C” of the second turn, and in 2021, the international terminal “C” of the second turn will be put into operation for 15 million passengers a year. In 2022, 9 billion 191 million will be invested in the development of the airfield infrastructure in the apron development near the third runway. And according to our model, in 2024 10 billion 666 million rubles will be invested in the construction of a second long taxiway, which will connect the main Sheremetyevo complex with the third runway. Thus, the total investment will amount to about 61 billion rubles, and the airport’s capacity by 2026 will reach 80 million passengers per year, which will make it one of the 10 largest air hubs in the world. ”

Thus, as part of the General Plan for the development of the airport until 2024, the third independent runway (WFP-3), Terminal C (Phases 1 and 2) with multi-level parking lots, hangar complex WFP-3, apron will be put into operation. Runway-3, railway branch and Aeroexpress station of the Northern terminal complex, the second stage of the cargo complex “Moscow Cargo”. Also, in preparation for the 2018 World Cup, facilities were commissioned, with a total investment of $ 722 million: a new terminal "B" for 20 million passengers; inter-terminal transfer with passenger and baggage tunnels and two stations; automated cargo complex; the third fuelling complex with a capacity of up to 1.2 million jet fuel annually.
Question of a journalist: You mentioned the amounts that will be invested in the development of airport infrastructure. Do I understand correctly that these will be amounts that are now raised by the concessionaires, that is, borrowed funds. Where will you mine them? What partners, financial structures are already involved in this financing project?
Mikhail Vasilenko: In the framework of the concession agreement, an investment component is introduced, which is determined by a government decree. Applications of this investment component will begin in January 2019. We are not going to significantly increase the rate of fees. We determined that it would be 100 rubles for one ticket. In 2019, we need to invest 10 billion rubles. It is clear that we will not collect the entire amount for these investments. Naturally, we will attract partners, and this will be debt financing, we will turn to banks, we will assume the associated risks in order for development projects to be implemented on time.
