June 23, 2017 at the airport Sheremetyevo, under the chairmanship of Prime Minister Dmitry Medvedev, held a meeting on the development of airport infrastructure in the run-up to the 2018 FIFA World Cup. The meeting was presented with materials on the development of the Sheremetyevo International Airport, which provided updated figures on the volume of investments and the timing of the commissioning of facilities.

Sheremetyevo International Airport is the largest Russian airport in terms of passenger and freight traffic, HPE and the area of the airport complex. The Sheremetyevo route network has more than 200 destinations, 53 of which are unique for the Moscow aviation hub. In Sheremetyevo, airlines operating in the largest global alliances Star Alliance, Oneworld and Skyteam operate flights.

Sheremetyevo is the best airport in Europe for quality of service in 2012, 2013, 2015. In the rating of ASQ (Airport Service Quality) ACI (Airports Council International). At the end of 2016, Sheremetyevo moved to the category of the largest airports in the world according to the graduation of the authoritative British agency OAG (more than 20 million seats per year on regular flights for departure -> 20 million departure scheduled seats per year). In this category Sheremetyevo became the most punctual airport in Europe (punctuality - 83.5%) and took the seventh line in the world in the rating of punctuality OAG.

Currently, Sheremetyevo is implementing a large-scale integrated program of development and modernisation, designed for 10 years (until 2026), as a result of which the passenger flow of the airport will increase to 80 million passengers per year, after the third runway Sheremetyevo throughput will increase from 55 to 90 take-off and landing operations per hour, there will be opportunities for the national carrier of Aeroflot and the development of a cargo hub in partnership with the cargo company Volga-Dnepr. The volume of Sheremetyevo airport investments is 147,1 billion rubles.

A number of key infrastructure facilities will be put into operation for the 2018 FIFA World Cup. By 2018, the airport's annual capacity, while maintaining a high quality of service, will increase to 58 million passengers. The implementation of the projects will transform the country's main airport into a convenient and efficient passenger and cargo hub, a strong rival of Europe's leading hub airports and a driver of socio-economic development in Moscow and the Moscow region.

The new passenger terminal B, which is part of the Sheremetyevo Airport's Northern Terminal Complex (STC), after commissioning in 2018 will provide an estimated capacity of 20 million passengers per year (4,200 passengers / hour). The area of the land area is 85 372 m2, the total area of the new terminal building is 108,000 m2. The architectural and planning solution will be performed in the aesthetics of Russian constructivism.

The accent in the interiors of Terminal B are "live" digital panels - large-format displays combined into a single system of dynamic visual information. The media system will be used to broadcast positive visual images of Russia, national treasures: ballet performances, state museum stock expositions, tourist attractions and monuments of Russian culture. Automated baggage handling system as a result of integration with other terminal systems will allow processing up to 4 800 units luggage per hour.

On the territory of Terminal B there will be two business halls with a total area of 3,500 m2 for 400 seats each and a VIP hall with a planned area of 1,600 m2. Terminal B is planned to be provided by the iBeacon system for online navigation of passengers throughout the airport via the Sheremetyevo mobile application. In the new terminal and inter-terminal transition, a single high-speed seamless Wi-Fi network will operate unified with the rest of the airport.

Complex maintenance of the barrier-free environment will be realised with the help of tactile navigation, duplication of publicly accessible information with Braille, ramps, lifting platforms, understated racks, call buttons for situational assistance, induction loops. The new terminal will be connected by a pedestrian gallery with 4-storey parking for 2,500 thousand cars. The volume of investments in Terminal B is 19 billion rubles. Term of completion of construction - the 1st quarter of 2018.

Inter-terminal transition (ITT) is a unique project that includes passenger and luggage tunnels with a length of 1,936 meters each and two station complexes. For the first time in the world, the construction of tunnels was carried out under the existing runways. The project will make it possible to unite the airport terminal complex under one roof and ensure the prompt transportation of luggage and passengers. The passenger transportation system by Doppelmayr. Baggage transportation system by Beumer company.

The passenger tunnel will ensure a guaranteed minimum docking time (up to 55 minutes) and will increase the speed of passenger transfer between terminals, which is especially important for the organization of effective hub operations of Sheremetyevo's basic carrier Aeroflot. The time of the passenger on the way between the northern part of the terminal complex to the southern part will be 5 minutes. Automated system of passenger transportation will provide transportation of at least 11.5 million passengers per year. The capacity of the baggage transportation system is 5.9 million units. luggage per year.

Access to the inter-terminal transition will be through comfortable station complexes. The northern station complex will be located at the level of the first ground floor of the future terminal B. The southern station complex is constructed as a stand-alone building located on the territory between terminals E and D. The Northern and Southern station complexes will be constructed in the aesthetics of Russian constructivism using geometric forms supporting A uniform style image with Terminal B. The volume of investments in the International Terminal Complex - 17.1 billion rubles. Term of completion of construction - the 1st quarter of 2018.

After commissioning of the first stage of the largest cargo terminal in Russia, its capacity will be 380,000 tons of cargo per year. A new automated cargo storage and handling system for Lödige will be installed in the new cargo complex. The terminal will become an automated warehouse complex with a minimum number of manual operations. This will ensure the highest level of safety of cargo during processing and storage. Moving and sorting of cargo in multi-level storage areas will be carried out with the help of automatic load-lifting mechanisms. The system of multi-tier storage and automated movement of cargoes allows to increase the efficiency of using warehouse space and reduce the time and cost of processing orders.

Two independent zones are organised in the terminal - for container and bulk cargo storage with a single automated control system. There are facilities for handling and storage of all types of special cargo:

- Refrigerating chambers for storage of temperature-sensitive cargoes with the possibility of online control through a web-application for readings of temperature sensors;

- Specially equipped premises for storage of dangerous goods of all classes;

- Noise-insulated zone with a controlled temperature regime for keeping live animals;

- Warehouse for storing valuable goods with a biometric access system.

- The new cargo complex will correspond to the best world analogues and create favourable conditions for the further development of a global cargo hub based at Sheremetyevo Airport in partnership with the Volga-Dnepr Group of Companies and Aeroflot PJSC.

The volume of investment in the cargo complex is 4.5 billion rubles. Term of putting into operation - the 3rd quarter of 2017.

The aim of the third fuelling complex project is to meet the growing needs of the airport in aviation fuel, including during the 2018 FIFA World Cup. The new refuelling complex will allow to raise the level of competition in the aviation fuel market at Sheremetyevo Airport, which in turn will ensure an increase in the attractiveness of the airport for carriers and passengers. The nominal volume of the tank farm will be 20,000 m3 with the possibility of increasing to 25,000 m3. The design capacity is 1 million tons of aviation fuel per year. The project will include a system of pipelines with access to the central apron of the Northern Terminal Complex, wells at the aircraft parking sites near Terminal B under construction and with the possibility of expanding onto the platform of the 3rd runway. The productivity of the pump-filtration station will allow simultaneous refuelling of up to 14 wide-body aircraft. The refuelling complex will have an access railway track with exhibition ways, an automated process control system, its own fuel quality control laboratory and an automatic fire-extinguishing system. When implementing the new fuelling complex project, considerable attention is paid to environmental safety - a system of localisation and collection of emergency spills of oil products will be built, as well as a system of industrial sewerage, which excludes the ingress of oil products and contaminated sediments into the soil. By 2018 in Sheremetyevo, three competing fuel and energy complexes will be offered to the airlines, which will allow optimising and minimising the costs of air carriers for aviation fuel and will make their basing, operational and economic activities at the airport more comfortable. The volume of investments in fuelling complex - 8.5 billion rubles.

The existing road network in the vicinity of Sheremetyevo Airport does not allow to cope with the increasing traffic flow, the intensity of which within the next 10 years will increase to 32 thousand cars per day. To improve the road environment, a project will be implemented for the reconstruction of the motorway on Starosheremetevskoe highway from the turn to Ljubna to the International Highway exit with a total length of 7,236 km. The object will connect the north and south terminal complexes and form a semi-ring on the east side of the airport. The estimated speed of the four-lane road will be 70 km / h. The project also provides for the construction of a roundabout at the intersection of the Starosheremetevskoye highway and the Klyazma-Svistukha motorway, a length of 1.77 km. As a result of work, the transport accessibility of residential areas in the south of Khimki will increase. To improve the level of road safety, transitional-speed lanes and 4 above-ground pedestrian crossings will be organised. The project is implemented under the state program of the Moscow region "Development and Functioning Of the Road and Transport Complex". The work is financed from the federal budget and the regional road fund.

To the north of the airport, a second flight zone is being constructed and a third runway (RW-3) is being constructed. RW-3 will increase the maximum number of takeoff and landing operations per hour from the current 55 to 90, almost doubling the airport's throughput capacity. The length of the 3rd runway will be 3200 meters, width - 60 meters, which will allow take-off and landing of almost all types of aircraft, including medium- and long-haul aircraft. Construction of the independent 3rd runway will allow to build the waveform of the hub and ensure the full-scale development of the national air carrier Aeroflot and other airlines - representatives of the three aviation alliances Sky Team, Star Alliance and Oneworld. Financing for the construction of RW-3 is planned within the framework of the Federal Target Program "Development of the Transport System of Russia for 2010-2020" and is implemented from the federal budget. Federal State Unitary Enterprise "Administration of civil airports (aerodromes)" (FSUE "AGA (a)") performs the functions of the customer-developer of works on this project. Contractor is LLC Transstroymehanizatsiya.

The implementation of the airport development and modernisation program will open a new stage in the history of the main air hub of the country, ensure the preservation and strengthening of the leading capacity of Sheremetyevo International Airport in Russia and increase competitiveness among the leading hubs in Europe. The new modern infrastructure of Sheremetyevo Airport will provide an opportunity to meet and qualitatively serve the participants and guests of the 2018 FIFA World Cup.
